So there are two options here. One you create a cell which should be limited to say 12 people(I am picking that at random but it has to be small so it is efficient). However say someone is a master at logistic or a genius in a necessary field. Then there should be an option for him to support many cells. Say plumbing becomes the most important task of the day then a master plumber can create a master cell that other cells can join if they want his expertise.
